+ **Duties**
* Serves as the District Manager of the California Desert District.
* Responsible for planning effort priorities, implementation and revision of the comprehensive California Desert Conservation Plan.
* Responsible for presentations of plans and activities to various interest groups, and input on making final decision plans for major activities.
* Provides leadership and overall coordination, direction and policy guidance for the development and implementation of the District's budget with consideration of the needs of each Field Office.
* Responsible for evaluating District programs to ensure quality standards, technical and procedural accuracy, and consistency with the Bureau standards and objectives.
* Coordinates and develops program management techniques, concepts and methodology for increasing the effectiveness and overall efficiency of District operations.
* Works closely with Federal, State and local government agencies and partners and other organizations involved in public land resource management to foster an environment for the exchange of ideas, information, services, equipment and skills.
* Responsible for personnel management and position management and the development of training to maximize employee potential.

* Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

**To qualify for the GS-15,** You must have at least one year of specialized experience equivalent to the GS-14 level in the Federal Service. Specialized experience is defined as: Experience which has equipped the applicant with the knowledge, skills, and abilities to successful perform the duties of this position, and that is typically in or related to the position to be filled. Specialized experience at this level is defined as experience supervising and managing such program areas as: energy and minerals, designated wilderness, rangeland management and improvement, land and realty, wildlife habitat, outdoor recreation, environmental and biological resources, soil, air and water, fire pre-suppression, suppression and management, program and administrative support services. Providing leadership to staff, management team, and/or resource programs. Planning and implementing budget systems, ensuring effective and efficient utilization of personnel, equipment, and resources. Dealing with natural resource issues inside and outside of the agency. Experience in directing all phases of the organization's programs and work or is assigned continuing responsibility for managing District programs and operations and possesses the total authority and responsibility for the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
