Job Specifications Under the general direction of the Assistant County Manager for Quality Government, performs advanced professional work in developing and administering the County's Risk Management Program.
An employee in this class conducts research to identify, evaluate, control, and plan for the funding of the County's risk portfolio. The employee may be assigned administrative duties associated with specific insurance or risk control projects. Discretion and confidentiality in this role are emphasized along with a general understanding of cost/benefit analysis associated with balancing self-insurance and transfer of risk. Supervisory responsibility is both administrative and technical. Work is evaluated in conferences, by observation, and by review of reports.
Examples of Duties Essential Duties and Tasks - Develops a comprehensive plan to identify categories or areas of potential risk; analyzes each category in terms of frequency and severity to accurately measure the financial liabilities; develops strategies to eliminate or reduce risks where possible; prepares recommendations to realistically fund our risk management program.
- Conducts research and analyzes data to determine the County's risk and potential loss associated with various activities.
- Coordinates inter-departmental projects in an effort to reduce or eliminate risks related to security, work place safety, safety training, property conservation, environmental protection, and emergency preparedness.
- Evaluates and makes recommendations for funding levels pertaining to self-insured retention, so as to maintain fiscal integrity of these funds.
- Drafts statements of administrative policies and procedures relating to risk reduction and funding. Works with the Executive Director of the Guilford/Greensboro Insurance Advisory Board for the acquisition of insurance where appropriate.
- Prepares or assists in the preparation of reports.
- Maintains records of claims and experience relating to risk management activities and monitors claims administration activities and assists in claims settlements.
- Participates in design and funding of employee benefits programs that are risk related.
Knowledge, Skills, and Abilities - Thorough knowledge of the philosophy, principles, and practice of risk management.
- Thorough knowledge of the characteristics of property casualty insurance.
- Knowledge of methods of funding risk exposure.
- Knowledge of design and funding of employee benefit programs.
- Knowledge of accounting requirements pertaining to risk financing and self-insurance.
- Considerable knowledge of OSHA regulations.
- Working knowledge of the organization and functions of County government, including government finance, budget, and personnel administration.
- Ability to analyze financial and accident data.
- Ability to communicate complex ideas in public, orally and in writing.
- Ability to establish and maintain effective working relationships with persons contacted in the course of work.
Typical Qualifications Minimum Qualifications Bachelor's degree in a related field with a combination of education and experience that would provide the necessary knowledge, skills, and competencies to perform the essential duties and tasks of this position, including at least three years of related supervisory experience. Education and experience should be clearly documented with demonstrated linkages to the essential duties and tasks of this position.
Preferred Qualifications Master's degree in a field closely related to risk management administration and at least four years of successful experience working in a leadership role in local, state, or federal government in the development and administration of risk management programs similar to those of Guilford County.

The Community Founded in 1771, Guilford County is the third-most populous County in North Carolina. Guilford County was named after Francis North, the first Earl of Guilford, and was formed from parts of Rowan and Orange Counties to centralize government and Courts of Guilford. The Guilford Courthouse became the location of General Nathanial Greene and Lord Cornwallis' famous battle that was a turning point in the war and is still re-enacted today. Guilford County, part of the beautiful Piedmont Triad area of north-central North Carolina, includes the cities of Greensboro and High Point and several towns and smaller communities. The County historically served as one of the major manufacturing and transportation hubs of the Southeast, most notably for textiles and furniture, and to this day has the largest furnishings trade show in the world, the High Point Furniture Market.
With a rich history of anti-slavery activism, Guilford County is a stop on the historic Underground Railroad, a nationally known landmark within the civil rights movement. Abolitionist Levi Coffin noted Guilford College Woods (historically called New Garden Woods) as a refuge for the Underground Railroad, now a protected area. Additionally, historic segregation protests in 1960 happened at the then white-only lunch counter at the Woolworth store in downtown Greensboro. Helping to fuel similar efforts across the nation, the former Woolworth store location is now the site of the International Civil Rights Center and Museum.
The County is home to historical sites and institutions, as well as the host of notable recreational and cultural events such as the John Coltrane International Jazz and Blues Festival, the North Carolina Folk Festival, the Wyndham Championship Golf Tournament, the Greensboro Grasshoppers and High Point Rockers baseball teams, Carolina Core FC soccer team, and a variety of collegiate events. The public enjoys multiple regional parks within Guilford County, as well as opportunities for camping, fishing, golfing, and other outdoor recreation activities.

Physical Demands Work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, driving an automobile, or use of PCs or other VDTs to accomplish work objectives. May Require Driving This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
